About SmartCrete CRC (Co-operative Research Centre)

SmartCrete CRC is the pivot point for the facilitation of research for the concrete supply chain. It provides contacts, connections and funding for successful research projects to address the various issues and challenges for concrete, especially in its application in infrastructure.

Funded in 2020 by the Commonwealth government, industry and academic partners to a total of $90 million over 7 years, the organisation is busily constructing and active pipeline of research projects with the aim of delivering benefits to the wider concrete eco-system.

About the Role

To effectively establish and manage the SmartCrete CRC operating environment and provide leadership for the operations, financial management, program management, HR, IT governance, compliance, reporting and playing a key role in relationships with partners and CRC Program office engagement and in the positioning and recognition of the SmartCrete as a world leader in concrete collaborative research outcomes.


Financial Management

Direct the financial management for the business including the yearly budget, legislative compliance, audit function and manage the project budget builds and planning, distribution of funds and discretionary expenditure, monitoring/tracking against budget, reporting tools and ensuring financial plans meet targets and CRC funding requirements and contractual obligations.

Develop, implement, monitor and review operational plans and strategies for the business ensuring strategic alignment and operating synergies are realised across the research programs and research capabilities / resourcing to effectively deliver centre objectives and goals. 


Work in partnership with the CEO establish and manage the SmartCrete operating environment including financial management, accommodation, IT / Systems/ Processes, staff on-boarding, development and implementation of the program management system 

Direct establishment and management of the TurnKey CRC program management system to efficiently manage CRM, program management and reporting requirements.


Provide strategic oversight of all business reporting ensuring effective systems and tools are implemented to capture data and information, work across and with programs to meet reporting obligations, track progress and deliver all CRC reporting requirements and milestones (including the annual report) as specified by the CRC.

Ensure effective governance frameworks, controls, systems and procedures are in place across all the research group including financial, workforce and resource planning and controls, and academic integrity.

Facilities, Health and Safety

Oversee health and safety for the Business, ensuring a safe working environment for staff, oversee the adoption and reporting of work health and safety across programs and related entities ensuring compliance with business, university and regulatory requirements

Relationship Management

Represent the business at round tables, forums, stakeholder meetings, and other strategic internal and external committees and working groups as appropriate 

Legal/Contract Management

Oversee the development and monitoring of MOU’s or Agreements across work areas or related entities and external organisations and ensure that agreements are aligned to the strategic priorities of the business grant requirements

HR/Payroll Management

Develop and maintain strategic relationships with senior leaders and stakeholders across MQ, industry, agency, Universities, TAFE and government to influence and advance the business agenda, leverage opportunities and enhance the outcomes and objectives of the business. Manage the HR function including legislative compliance. Manage, coach and develop a high performing team and culture.

Cyber Security

Develop and implement cyber security policies and procedures ensuring congruence with Commonwealth government directives. Manage the relationship with our IT systems provider to ensure compliance.

Skills and experience

Developing and driving the implementation of strategies

Financial management including complex reporting Interacting with Executive / Board level

Influencing agendas and working with senior stakeholders to deliver organisational objectives

Substantial experience in research administration and reporting

Highly developed interpersonal and communication skills including the ability to distil complex information and concepts into plain English to suit a diverse range of academic and non-academic audiences

Developing capability and leading a high performing team and business culture Developing and maintaining strong and reciprocal relationships with key internal and external stakeholders

Establishing, implementing and continuously improving effective administration and operational systems, processes, procedures and tools

Managing complex projects

Developing and managing external contractors and suppliers
